The Rotary Club of Footscray was chartered in August 1937, marking a bold experiment: establishing a club in a highly industrialised area where most members were non-residential. Despite the looming challenges of World War II, the club endured, driven by the leadership of local “captains of industry” and a deep commitment to service.
Decades later, the club’s commitment to community service evolved into something more enduring - the creation of the Footscray Rotary and Community Services Foundation. This initiative was born from a partnership with the James Flood Trust, leveraging funds from the sale of collector’s motoring publications. The resulting interest was directed toward local charities and the formation of Footscray Society for the Aged, a facility that became a cornerstone of community support for seniors. Following the sale of the nursing home, a foundation called Western Region Aged Care Public Fund Inc was formed to continue to support to local charities. On 1st June 2019, the WRAC Public Fund merged with the Rotary Club of Footscray Foundation, which was known as Community Service and House of Friendship Fund Inc. In 2021, the WRAC Public Fund name was changed to the Footscray Rotary and Community Services (FRACS) Foundation.
Following the sale of the aged care facility, the Foundation’s assets grew to $7 million, enabling annual donations of $240,000 to support local initiatives. These funds have provided programs to support seniors, youth development, environmental stewardship, and cultural celebration - reflecting Footscray’s vibrant identity and Rotary’s global mission.
In 1987, to commemorate 50 years of service, the club planted 50 trees in Doug Mills Reserve, Footscray - a living monument to Rotary’s enduring presence and values.
The Foundation continues to evolve - refining its branding, expanding programs, community responsiveness, and amplifying its voice through powerful storytelling. It stands not just as a financial resource, but as a symbol of systemic change, equity, and community pride.
